I’ve been in TOS CBT, and i havent seen PK system.
there are so many MMORPG now that doesnt implement PK system.
i remember when MMORPG’s had a pk system like.
RO… mmm duh? ur skull even drop when u dead. :v
FlyFF… when u pk ur name turns red, and when u kill a killer player ur name turns to blue(means hero?) and the killer will drop his item randomly in his inventory. fun part is, u will chase the killer running around the whole map. its like a murder case where the suspect is trying to avoid the police, its actualy fun. and the killer cant enter the town caus his like a vermin to the community. 
MU… same as FlyFF just a lil difference.
Ran Online… well its an school type gangwar MMORPG so pk is most likely to happen and territory wars. :3
…all this games are fun and i think PK is one of the reason y.
also theres an anime about MMORPG who had a PK system like:
Log Horizon(they lost their real life memories though)
Sword Art Online…(they die in real life though)
as u can see PK system is actually fun.
yeah u may die sometimes if they PK u, but isnt that just great? it will be ur motivation to get stronger.

How? by implement a PK Chanel.
yes i think this is the best solution, everyone will most likely to enter the safe channel caus of PK.
But what is the advantages in PK channel?
since there is less players in PK, u can have the good grind spots.
