Full disclosure, this was brought to my attention by someone else, I was not at the location earlier to have discovered it.
The quest being exploited is [[Old Story (6)]
(http://www.tosbase.com/database/quests/8457/)]. The quest does not appear to be completing at all and the character NekoGirl is obviously using a Macro/Bot to perform repeated actions.

Initial reporter claims they’ve been there for far longer.

Don’t bother (checking the spot)… as of 07:21 PM (game time), Blooddrunk is already on his/her other character, you won’t find them there anymore.
