I second the ban of @moons32097. The majority of his posts are inappropriate and/or spam. He has apologized, but then just continues doing it.

You can disable the shout ticker already. Hit enter, click the gear icon at the end of the bar that pops up, then uncheck the option.
So when i put this link up… he finally scared and send me this…
we can come into a conclusion that all the previous spams were made by him alone…
i dont think his brother or anyone else did it… it was him…
