So if two people aren’t tokens any item they trade becomes untradable forever? That apply to Materials and etc too?
Materials, recipes and consumables will become untradeable in any case because they have only 1 hidden potential that is depleted after trade preventing re-selling.

but it prevents market over-saturation and market manipulations to some extent. So its not as bad as you think it is.
Well I had some ultra rare materials I wanted to xfer to my other character to craft something and I now see that isn’t possible. Tokens aren’t obtainable at the moment and I don’t really have much interest in things like that. My video game ADHD is too strong to bother with subs since most of the time will be wasted so I’d prefer buying permanent things and the account storage is only tied to sub. All the restrictions to this game are really frustrating.

Veteran’s pack includes token.
beginner’s pack, if you have at least 3TP left over from a previous TP purchase. (190 TP from pack, 5 “free” TP, 3 leftover TP.) also includes bonus 15 day token (but no trade limit increase.)
I don’t consider that a rational option. Waiting for rock hard raw TP.
Although I wouldn’t buy a token anyways just to trade items between characters. That’d be silly. Unless it was a permanent unlocked feature afterwards. I’ve been spoiled by GW2’s massive amounts of unlimited QoL features and account wide services.
it’s -an- option. if you like the stuff being offered in the packs, then it’s a good option. or at least it’s slightly cheaper than buying TP and buying all the contents separately.
if you buy the vet pack now, it’s like getting 2 tokens, since you can buy another with the 99TP refund after june 7th.
