When I use skill, I can't get the Buff

I find some issues for TOS, becouse many people have too.
After last weekly maintenance, I find some issues.
When I play TOS, it’s happening many times.
I don’t understant what’s going on.

When I use skill, I can’t get the Buff.
Please to watch the video.

Sorry for check this message so late.

About the Video, I will upload again. (I don’t know why have problem.)
Now, I’m not sure about this issues modify or not.
I changed this character class.

And could you please tell us what skills you are having problems with – along with the map name, server, and time?

I can’t record a video right now, but the same has been happening to me too in any map. Like @Lostac said, I’m getting this bug with Trot and Concentrate. Frenzy too. I think it happens when you use buff skills while trying to move or if you try cancelling the animation by taking a step or by jumping, so that may be the first clues to reproduce the issue.
