The video you linked is a iTOS player (akisera) pretending as if cyclones attack count was already “fixed” on iTOS. However, here he did a post linking to a video where it seems like cyclone, while having a fixed attack speed for its hits on kTOS, might not be nerfed so much as previously thought.

doppel after patch, seems like it doesnt get nerfed back to the dumb slow hit rates

looks like is better to confirm it ourselves 2 months later when patch hits, than making speculation

We’ll should wait and see until we get this update on iTOS before we jump to conclusions, there is still alot we don’t know and there is still quite some time for changes and adjustments.
