Well, this is a good move. I think silver sellers will not risk their bot farmers to be banned and the time they get lv 40 to spam e get banner is away big.
And all guys who likes to bullying BRs: All silver sellers that ruins game experience are from NA. 
first of all Caiosylla report him with the flag his behaviour is not acceptable to judge anyone in that manner but please donāt insist of doing a name and shame on the forum thatās the hole point there is a reporting feature.
as I said report him donāt do name and shame your come out just as bad also as I said before lv 40 is a great foundation to test this out all they need to do is change the number in the file from 40 to x amount every so often till they get it spot on because aiming too high can damage the communityās aiming too low can miss the point of it but testing it till results show positive will show more results in the end.
I have a idea how about a mentor system where new players can see whos online who is a mentor and pm them if they have a request and the mentor would get a message of there PM I know bots would abuse this but they already do with PMs so its really not giving them more reason to spam as they currently will do that with normal PMs.
Or better yet mentor inbox that a newbie when posting a message to the mentor box any mentor has access to it can accept the message and leave a reply on how to solve the problem hell it could be as simple as this.
Newbie messages the mentor box the message gets turned into a email for the box a mentor clicks it leaves a reply the reply gets sent to the newbie.
Mentors also could only be mentors after reaching there 5th teir of there class so they have a deep understanding of the game and it puts a huge restriction on RMT accessing it because getting to 5th teir is quite hard.

I think LVL 50 would be the best since that when you first do Dungeon and needs to find party member but Iām satisfied with lvl 40, better than nothing.
