Does it randomly hitting target within range(screen)?
Know i ve to tell, shadowmancer, sage looks so weak 
i’ve tested shadow, and i c2 skill its a pointless one… they did do the same mistakes 2 years later, casting skill that hit like alchemist missile? So sad…
0,5% would be around 67% ( or I could have missed something, sorry if I did)
But I think that the skill is indeed bugged the damage increase is too big, and if it comes this way people will complain just like they did with Transmit Prana was fixed.

It hits your tab/selected target that’s all.
Yes, 0.5% of ~13300 is 67%. (like enchanter agility buff), this would be 0.5% of SP.
I was thinking, it could be 1 sp = +0.5% skill factor, or (0.5*SP)% bonus skillfactor because the damage would make sense. Or it’s just bugged.

I have some questions:
Some classe without R8, R7 and Krivis receive new attributes? (just see new attributes for Miko, but don’t know if implemented)
Matador’s Capote and Olé needs lvl 10?
Paena worth? Attribute for 50% dmg work without shield, but with dagger or pistol?
Mureta is just garbage?
Krivis Aukuras with Godess of Fire can be extended by Miko’s Clap, becoming 24/7?
Taoist new skills worth?

If you like capote and ole, you can take it to 10. Paena is the best matador damage skill. Mureta and paso doble don’t look nice. You can watch the corsair matador vid which was posted before here He is using a rapier+pistol (corsair3 matador2)
No miko test on aukuras yet, I don’t think it has changed though.
