Not sure about the recipe, but last known location of Heart Seeker was in “Forgotten Realms” in possession of Katie Bree from R. Salvatore’s “Dark Elf”.

OT: According to TOSCamp, the Heart Seeker recipe drops from one of the Bitereginas.
Someone also claimed twas found in a lvl 3 chest. HERE.
