Prob not, fletcher 2 has 15 ticks while fletcher 3 has 25 ticks. 60% damage.
Now with Musket 2 the burst is amazing but in a long fight fletcher 3 x would win.

By the way, Fletcher3 is still the top solo WB build for Archers even at R8? Or has SR3 taken the throne?

No, musketeer sustained DPS is probably the lowest among the r5+ archer classes.
SR3 is not the greatest at WB but they can secure cube with the right party. They are more of an AOE class. Rank 8 is all about burst class meta with glass mole with long cooldown.
You will need best musketeer player to answer that.(not me lol)
But IMO it’s upon weapon+refine+trans rank
I think, current WB Rankings at the moment are:
Fencer > Dragoon > prolly Doppel3 == Fletcher3

Comparing Fletch2 with muskt 2 on fletcher 3 (Fletcher 3 will win in prolong battles)
Now heres another case if the muskeeter have superior burst constantly then it will serve to be another problem ( This is highly reliant on equipment+ party combination).
So in Long prolong fights i will say 99% Fletcher 3 will win out. Unless the muskeeter got his ass covered and is more funded than fletcher 3.
If the WB only has below 12m consider fencers , dragoon and musketeer prioties than others.
According to data i gather.
Fencer is R8’s WB king
If dragoon and Dopple exist in Demon lords WB.
Fencer will still be no 1
Dopple > dragoon ( dopple abuses sept debuff to add into his damage)
Fletchers 3 stand at no 3 if Only Fencers and dragoon are there.
SR will draw or win fletcher 3 depending on party comp if muskeeter is there.
Muskeeter that is highly funded ( 100% transncend and up) will win fletchers in high prolong fight.
Unless the fletcher are 1 step higher ( 150->210% magic arrow attr 100).
Understanding burst rotations is the key here.
Fencer can deal up to 60-70k ~199k with sept debuff constantly on Epee.
Dopple can stack cyclone with low cool down and sept up to 90k per hit on a 42 hit 7 second duration.
Dragoon > dethrone and lunge + sept combo is currently 50% up time? (10 second unnerf)
Fletcher (mostly with mergen backing to burst) have 25 hits over time (5 second CD? magic arrow) that can hit up to 30-40k per hit at high tier.
Muskeeter can cap damage of snipe + CF buttstroke + Head shot ( up to 3m per rotation with a 10 second CD)
SR can burst up to 70-80k per hit with SR high cap stacking with muskeeter butt stroke. (assault fire also stack onto Buttstroke with muskeeter) the only issue SR have is high cool down.
Oh this is all under account of optimal set up with transcend level 4 and up + attributes at least 70 on each key skills. Also everyone starting the World boss together at the same time.

I seen what SR can do with assault fire, retreat shot, con fire and butt stroke
it’s extremely explosive. The cons here is high cool down.
Optimal party setup for mergen will be priests stacking with bless etc. for damage over time and per hit and nerco
Optimal for SR will be muskeeter and chrono + nerco
Fencer can stand alone( a chrono is good to reset the cool down) but they are actually self sufficient and will get no 1 either way. A dragoon is present basically means the moment sept debuff they hit near cap damage for every single skill.
Dopple can abuse and stack debuff + stack into sept which is broken in their way…
I personally think its fine, that melee classes are top DPS at WB atm. Hope IMC will stay with this stance. Melee just need a strong advantage for being melee.
Also, Fletcher3 is just R7; Fencer3 is R8, thus the damage should be defo better.
I also think, Fletcher3/Mergen is one of the better allrounder. Solid ST, solid AOE, okayish for PVP (2 Button combo with Hide and Broad). Its atm really, really a good build.

I woulda say each of them excel in their way. But wizards on the other case… are extremely sad.
Wizzy were just to long too good for everything. I’ve 4 Wizchars on 240+ (one 320) and i really feel that this change was necessary.
On the other side, Frost Cloud is still one of the top AoE skills, and Warlock3 will prolly bring the Atombomb to them 
FC is knda useless after 320 without high tier rod though lol

No wonder if now they can win Musketeer/Flecther+Mergen because they got butt stroke buff too. lol.
muskeeter still has chances to excel if they over upped their gear. so no worries.
