Well the point doesnt stand because you mentioned ‘‘most classes’’ but then only give Wizard examples. 
In PvP or against mobs with a lot of knockback (some mobs every hit has a knockback effect), especially a number of bosses it does have its uses.
That would be a good point if abilities did not have seperate cooldowns, or werent somewhat different in their uses.
Is it really needed to have 4 somewhat different abilities in one circle? No. Is it nice to have the extra choice? Yes.
play further before judging. Especially on other classes that u never played. Most of the skills i see are quite different. Fire Pillar long cd is because it is a CC skill. You never use it before isn’t it? It can stuck enemy inside. Unlike fireball and fireground cant do so. From these statement of yours already shown that you play without think and plan much.
Btw I agreed with some of your other points tho. Equipment should have more variation. But then this game level cap is still unknown. We gonna understand that they are hard to plan for so many equipments for different classes just for pre-level cap equipments. Hope you understand what i am saying here. And I don think there are any difference compared to other mmorpg nowadays. In the end most of the players are trying to use the strongest equipment anyway. If you wan compare to RO, its just a level99 game and it can be easily planned for what end game equipment should have, which TOS havent reach that point yet.
This game is only half ready, maybe it will be a good game in a year or two, but now the game is dull and not worth it to play it.
