Radical Suggestion :

  1. Every quest still have quest warp but can only be used if you are in the map where the quest is or map immediately adjacent to it. (except for certain quest that forces you to go somewhere far but this kind of q warp can only be used twice.)

  2. A new item called “Waypoint” this is an item that can be used to tag 3 place in 3 different map. you can freely teleport to waypoint from whenever whenever just like the current quest warp. the only downside is the limitation of 3.

Quest should be finished guys, come on. are you serious that this is even a debate?
