Yes, sometimes ISPs have, or at least in my case, worse international connections. To put it frankly, the ISP I was before had a constant 220 ping to WoW’s servers, after I switched it went from 150 to 180. It’s the best company around honestly, so there’s nothing else for me to do to beat the distance. 
I wish SA had a steam server since the one we are “getting” it’s a Brazilian server, and hosted by a pretty shady company. WTB steam latin american server, but oh well, I’m so used to ping by now, haha.

The founder’s packages aren’t all worth $50 USD. There’s a post floating around showing how much they are selling for in USD across the countries that can purchase it.
But back to what you were saying, yes that means we’ll be dealing directly with IMC. They’ve already shown that they take our feedback seriously about some things, because I think the free one time transfer if/when EU servers comes up or even to just regular servers if you want to join your friends soon after launch is really nice.
I have to say though, Nexon has had a less than stellar track record with their customers at least in NA. Don’t know much about how they are in South Korea.
That’s on you, really, I’ve a few friends living in Scotland that play with me (Argentina) in Dota 2 latin american servers and they do just fine, we aren’t the best (6000mmr) but we get by. Same thing in CS, one of them is GE and the other is SMFC with 280 ping. Some things you just gotta get used to. I know it sucks, I hated ping too. But this is the only workaround IMC can offer for us now.
That’s on your friends. I have a few friends living in Northern Europe that play with me in Dota 2 and we avoid ticking American servers because the pings make it so much worse for us. We aren’t the best either. Same thing in CS. One of them doesn’t even like CS but he rages when he gets headshotted before even seeing the guy come around the corner with 200+ pings. If you play competitively and seriously, low ping is super important. You should know that.
Somethings you don’t get used to. It sucks. I hate high pings. There’s no workaround. At least we can refund.
Well if your solution for it it’s too refund, then by all means do so. Isn’t only Europe the region that suffers from this. Yet they seem the only ones that complain THIS hard.

It is. Some builds are simply not viable (if you care about performance, otherwise, whatever) if your ping is too high.
It is for some classes, some classes work way better with low ping than others, sadly, very poor design.
+1 on the pages thing… it’s annoying as f.
Well if there is no solution from IMC then that’s all we can do. No VPN will fix the ping because there’s an ocean between Europe and America. It isn’t only EU, but we’re just vocal about it.

About 10 secs after I posted (my first post ever), I got a win 10 notification when someone replied and about fell over. I owe the guy who set this up a coffee.
It’s very ping reliant. People who say it isn’t don’t know what they are talking about. Even with proof they shrug it off and tell us to just pay up and get used to high pings and that we’re entitled to nothing.
U.S. Mentality?? I’m from the U.S. And want you guys to have your own regional servers too. But if you want I can stereotype and generalize about where you’re all from too 
Don’t listen to OP man. Not all of us EU are saying this. I love Ameribros. OP is just upset his money might be wasted and no server for him.
People are just incredibly defensive at this stage, as a lot of the forum users taking part in these discussions are from 2 camps:
1: Give us EU server or we burn down IMCs office!
2: What?! I played with 900 ping and didn’t even notice a difference, you should not get a server! Actually all servers should be placed on the moon!

Yup. A lot of stuff is done client side too. Too much if you ask me. This makes ping so important and like you said no action queuing. I personally can’t get used to 200 pings in any game. The delay kills a lot of the enjoyment, especially since ToS is such an action based MMO.
West needs a server, but I would’ve been grateful there isn’t a ip block. You know the company, the chances, and expectations. At this point be happy you can play the game. Think the company can’t ignore the amount of people paying on the west side, but the same time. They servicing the east. Once the developer license the game in other regions, then the transfer headaches start.
Basically be happy. Had my share of playing in Europe servers. Is expected.
There are a lot of questions… in theory east coast should offer a relatively good ping for most eu players, but a lot depends on how much load the server will be able to handle and how the engine of the game works.
Example:
The guy has issues with as much as 200ms.
If the game’s engine turns out to be really this vulnerable to ping differences, then IMC can close shop altogether because they are going to lose next to all of their players outside of america and certain parts of the EU.
But i guess we will only know after 29.
Think all should rally behind the same thing.

But IMC has already stated that they don’t see a reason for it and it isn’t financially viable for them.
I’d still say just rally behind it. I’d love it if everyone had their regional servers.
