Klaipeda or Orsha. The two places to start.
I started with Orsha, on a Mage, and proceeded to run the quests and do the collections.
I couldn’t wait to start getting cards, gems or recipes. 40 levels later, 1 gem.
No cards.
No recipes.
Grinding as a mage was slow and painful. Wanted a pet to fight beside. Learned about hunter and his pet using skills.
Oooh. Okay lets try Klaipeda.
25 levels later
1 card
2 recipes
13 gems.
Are the two starting locations really so imbalanced?
Orsha was introduced a bit later. Its storyline and the stuff that comes with it does seem a bit rushed.
Just ducky. No wonder there are so many more players in Klaipeda.
We had the same fate. I only discovered a bit later (lv40-ish) that I can do all quests from both cities at the same time, and that the Klai storyline had more to offer than Orsha.
We only had Klai quests during the 1st iCBT, and I thought I’d start in Orsha when SEA Telsiai was opened for a change. Regretted it for a brief moment, but nothing that cannot be resolved. 
Well either way you’ll get them both… And let’s not escalate this matter next thing you know we got people rallying about #Orsha Lives Matter!
