I noticed this skill’s description changed from former m.speed and crit rate to m.speed, evasion and crit rate. question is, is it worth it?
worth at PVE, but if you get archer c3 then what is your next 4 ranks?

im going for Archer C3 > Scout C3 > Musketeer.

actually there are many perks.
- split shot - 2 targets at bounce +200% at lvl 1
- cloaking - +50% at next skill use while cloaking is active
- flu flu - confusion and fear for disable
let me correct, what I mean by the earlier post is cloaking + snipe combo. plus in ToS end game will be the archers game, right around 220+ so if you have cloaking then you have the upper hand in PVP coz you can initiate the attack, also, so far the only class that has detection skill is scout. but let’s say that they can still attack using AoE, but my argument is if you have cloaking L15 you are cloaked for 1 min and the cooldown is 35 seconds, so you could always distance yourself to prepare for initiation
you want to be coward for all the time for hiding??? hehe, in PVP, hide for 30s is more than enough, eventually you will come out to hit someone.
furthermore, your build will easily run out of skill attacks 
scout c1 is more than enough for most case.
nothing is absolute, you may find it fine to play, but there are better combination. cheers.
well not coward but smart, you see why would you need lots of skills? by the end of it all you will regret getting more than you need because at late game there will be skills that you will not need and probably not use. but sure maybe there are better combinations
Top 1 PvP in some server is Archer 3 > Scout 3 > Cannoneer and she can hit like a truck with only Heavy Shot 10, uses Flare to prevent ressurrection from priests and burst CC’ed people.
If 2 or 3 enemies become together she uses split shot with a high damage on them.
I never imagine that scout 3 could work until I watch her videos.
in some servers??? i thought only krToS?

Archer3>Scout3 is quite popular imo

yea and you could set split shot to lvl1 and it would be still OP
