It’s not the overall rate of exp that is terrible but rather the growth of exp on mobs.
As a level 41 character, auto-attacking:
Killing a level 28-30 mob gives between 30-40 which dies in 1-3 hits
Killing a level 33-36 mob gives between 51-76 which dies in 2-5 hits
Killing a level 40-42 mob gives between 90-94 but takes 7-10 hits
Killing a level 55 mob gives me 109 but takes 16-19 hits
The exp:level ratio is really terrible. It seems to be scaling linearly rather than exponentially. Increasing global exp rate will just delay the grind to the later levels and make early game content extremely quick, it does not solve the core issue. Increasing mob level:exp ratio will allow more control on the pace at which people level through all stages of the game. In doing this also allows solo players to keep up with people who party to an extent.
Leveling from 1-25 is fine as the exp rate from mobs is still adequate, however the required exp from then on doesn’t match up with the experience gained per mob, causing the huge level difference in player:area level. I
In summary, increasing global exp rate isn’t fixing anything, it’s the mob level:exp rate that needs to be adjusted.
