Stun gets diminishing effect

I noticed my stuns gets diminishing effect.

As a Barb, after my Restrain proc, my Helm Chopper and Seism stun duration is is reduced.

And yet freeze has no diminishing returns. That, or someone should tell those wizard monsters that it does.
