Yes… That is the new effect, it will not let you hit unlimited targets anymore, and that is a huge nerf specially for people that used Falcon 1 as a filler.

This “Intense Balancing” completely modified my Falconer-Mergen plan,
is Arrow Sprinkle + Circling expand a thing? is it worth more than level 1?
It is, only and only if you’re facing more than one enemy.
Remember, for circliong [expand] the prerequisite is atleast 2 enemies under circling, otherwise it is normal circling.
So the day of reckoning is finally upon us… We knew the day would come when they would do something to circling in order to make levels past 5 matter.
So I’m going to give some of my opinions/input on the new changes.

[C1 Skill] Roost
Finally, an actual use for this skill. Now a damage increased zone for falconers. A must take.

[C1 Skill] Circling
AoE defense ratio set to 1 is a huge nerf compared to its current ability to render AoE def to 0. However, you now have a 30 second (max) long circling that allows you to take advantage of its attribute (Expand) for its duration. Hopefully its application is a bit better than aiming (since it falls off and comes back on randomly).
So also a huge buff.
Works exactly like aiming. So its a must max!
Also becomes useful on auto attack builds at C3. (Weaker version of limacon)

[C1 Skill] Hovering
Meh, not much to say.

[C2 Attribute] Hovering: Guardian
A strong addition to Hovering. Only question is, will you be using Hovering?

A heavy nerf similar to circling. However, we now have a shorter cooldown which means more stuns and knockdowns.
Goodbye unlimited AoE

So now it drains X amount of SP per 5 seconds. May require some SPR in certain builds that want to keep it on indefinetly. Will need people to pay attention and turn it off when not needed.
Now comes with an 50% (max) added dmg bonus.
Over all I like it

[C3 Attribute] Pre-Emptive Strike: Sure Victory
This is a strong trap. This can only be used in certain scenarios.
Not a useless attribute! However, not a will always be 100% attribute.
Those of us who have played falconer should understand how this can be used.

Basically did what Pre-Emptive strike did, but now in attribute form.
Over all, very interesting changes. Some builds with Falconer just got a whole lot stronger. I know mine sure did.

If you pay attention you will notice that Pre-Emptive Strike is not doing anything… That’s because Bong has both the attributes for pre-emptive on… 
I want to hear your opinion of what i think it’s the best planning:
1 point Call and 1 Roost
15 Pheasant because it’s huge
15 Circling for max duration
5 Aiming
there are 8 points left, how would you allocate them?

This would be the new universal point distribution if you are going C3 falconer.
Of course this can be changed depending on what you really need from falconer.
Is it still possible to capture circling or is it like aiming now?

you can capture aiming too, but it only last 2 seconds. i used to capture my circling, but my aiming incidentally got captured too and its gone
yeah, you right! eventhough hovering has +100% attribute against boss, but hovering’s auto target has a trouble. If the boss summon traps, just pray your hovering doesnt attack the traps and wasted your DPS.
preemptive strike: sure victory in the end i think is worth to max, at PVE too. Your first hit will be guaranteed critical, at the very least, reducing enemy health significantly
What does this even mean though? PES is not a debuff.
So how is anything “affected by PES” anyway? If they mean when [sonic strike] or [hovering] hits a target then that raises more questions. Does that sure crit only affect the said skills? If so there is a problem. The auto [sonic strike] doesn’t activate without a designated target. You have to hit something for the falcon to even think about using [sonic strike] on it. If you have to hit it (which you do) then it won’t be at 100% HP.
new circling is all over the place, but it hurts the classes that need it the most imo. Changes don’t disturb me too much, just wish they didn’t add an easy mode to keep bird around with no work, since I enjoyed the difficulty of using the class properly
yes, you need to hit an enemy to even get sonic strike out of pre-emp, so ???. oh boy, hovering crits I guess. That or some screw up on how they wrote the changes
circling basically does nothing with 1 enemy under it anyways
-sonic 10, with pre-em it’s your best damage
-aiming max obviously, now truly is the best skill on the class
-pre-em should be level 5, since it’ll trigger +50% damage on your skills that use it
-2 points call and roost for there low investment and fact you need at least one of them
-hanging shot is meme skill a point for memes if wanted
-hovering is mostly a pvp skill, knock down with decent % scaling, lvl 3 for all the attributes
-wouldn’t use super high level pheasant, just gains damage and doesn’t need levels for attribute. it is where to dump all your spare points in most cases though.
-new circling can be maxed or near maxed kinda like lvl 11-15, but you might end up maxing it anyways
Yeah i convinced myself Pheasant 15 with two +50% attributes is really SP consuming. i’ll leave it at 8-9
wrong, preempsonic+cloaking will make hawk attacking random enemies without needing to attack manually first. And this is what i understand from the description: any 100% hp enemies will get 100% crit dmg from preemp 1st hit.
You realize that is what is called the “exemption to the rule”. What I said is the general rule the the skill abides by. What you said is something we can do to circumvent said rule. Besides, I can do stuff to force the falcon to [sonic strike] that won’t hit anything, doesn’t make that “the rule” the skill goes by.
It’s like nobody learns when dealing with IMC’s questionable english
so what? it isn’t a sin to be optimistic. even if you need to hit 1 enemy to target, preempsonic will still crit hit the other enemies surrounding your target. nothing to lose~
