Currently you have requirement of level 40 to use Shout chat. This is restrictive, doesn’t allow to interact with other players and serves as negative experience.
Suggestion: remove requirement for Shout chat, so any player could use it no matter what level.

I am usually against IMC choices. But here I have to agree, when there was no restriction there was a lot more gold selling messages in shout
