I don’t know if this helps but tosbase.com provides a free IPF viewer:
The IPF files are located under the game files directory, sadly I don’t have the means to determine the exact path right now. This is assuming that you have downloaded the game via previous beta tests.
it’ll allow you to view most of the costumes in 3D (you can rotate it). altho it doesn’t come with a head iirc.

it just rotate automatically and i can’t see the details but i find a way:
