Questions: shields, block rate, block and Crit Resistance

I ve got some questions about shields etc. and hope to get some answers:

Aias has “Block Rate 2”, but it seems that that stat was useless/disabled/bugged.

What is block rate x1 and x2 on shield and how it's works?

2. Aias and Didel Tower Shield have a “Block” stat aside from the “Block Rate” stat. Anyone got any idea what that is, how it works and how important that is?

3. Aias has a Crit Res. stat of 164. Is that “much” or rather how important is that stat? (What I want to get is a reference to high-end levels. How important is this amount of Crit Res. on high/end-levels?)
