Question about Quarrel shooter+Falconer build

Hi,I’m thinking about making an archer and decided to go archer 2 - quarrel shooter 3 - Falconer 3 and I got a few questions about the build.

1-Can I use running shoot and hanging shoot together?
2-If I hit an enemy under aiming with my auto-attack,will I be able to hit enemies close to it?
3-Would a 100 con rest dex build be good for this build?It sounds more futureproof to me.
4-Here’s my build.Anything I should change about it?

3-yes and no (imo you don’t really need that much of a con unless you are into pvp)
