I had a break for ~1 year and just came back to tos. As far as I can remember, this game allowed the usage of player made tools
is there an up to date list of possible tools? If not, what are the most usefull ons, that still work?

In most cases (especially ones in the TOS addon manager), you can use any addon until IMC says you shouldn’t. Check out the links from @Goldie’s response.
If you think a using particular addon seems to be not right, decide with discretion and just accept the fact that at any moment IMC may suddenly flip the rules.

Just don’t use addon Hook64. And /god to win solmiki from gms, and you are gonna be ok.
