I want to go full Dex and just pve, max out multi shot and stwiff step, skip the rest and put all remaining skill points to barrage at level 15?
Will this work?
No. You can’t save your Archer skill points to use for Ranger. You can save Archer Circle 1 for Archer Circle 2 or 3, but not for other classes
Use either of these two sites [tosbase.com], [tos.neet] to easily understand how class progression and skill point distribution work. The first one isn’t up-to-date but it’s somehow easier to use than the second, which is up-to-date.
Could go like this
Archer- ranger- sapper- sapper 2- archer 2- ???- ???- ???
Archer 2 is really important. Swift step attribute is no joke. The other ranks are open to your preference.

Archer Ranger Sapper C2 Wugu C2 Rogue Mergen
good combo with feint + barrage and capture + broom trap, poison pool, arrow sprinkle.
Full str with sneak hit for crit.
