My main character is a Pardoner so I want to get right at it:
The Good:

Still gets combat power via Discerning Evil, Magic Defense, Indulgentia

Is at the center stage to help twinking being more bearable

Has really cool lore aka we believe in the power of silver

It is really cool that Pardoner can be different. I don’t have Paladin as a base so I will not be the one to sell Barrier. This already creates chat.
The Bad:

Makes classes obsolete, which isn’t the pardoners fault but rather that the other classes bring so little to the table to begin with.

Is too reliant on being in the high traffic town channels

Spellshop is massively lackluster and basically a huge loss of opportunity.

C3 is simply a loss

Oblation should be fleshed out further
Spellshop:
Can only hold 3 spells. Aspersion/Blessing/Sacrament. Those are absolutely great to have, however I would vote that the duration of the buffs should be decreased to 30 minutes
Additional things that you should be able to buy from the spellshop tax free and of course only if you have them and generally 15 minutes in duration tops and you lose them if you move out of the zone (not if you change channel):
A full heal
A revive buff
Bokor Pardoners could attach some kind of minions to you
Krivis Pardoners can sell you short lightning based enhancements
High level clerics might sell you something akin to safetywall that has a chance to negate any attack at % chance.
Oracle could reduce the provokable targets or increase it - as you desire
I could go on but basically you give the possible cleric roles something that happens when they pick pardoner and they all enhance the convenience of grinding in a particular zone.
That way you drive the pardoners out of the cities and tackle a big problem - getting people rebuffed. Right now blessing falls of so quickly it becomes inconvenient and I tried to go the grinding hotspots, but it just isn’t profitable since nobody is looking for you there.
C3 needs to be buffed - I have no idea how
Magic Defense should allow magic damage to actually go down to 0 and no hit unless to cap at 1
Simony has to be reworked aswell, but not sure how.
Overall I would say you did a great job on that class and not too much is needed to make it more enjoyable instead of a character that you dump somewhere in klaipeda/fedimian
