What gibberish are you talking about?
Ever since blessed gems and transcendence happened str becomes almost irrelevant. This is a good example. High dex+ transcendence is the new meta atm.
Dex outdamages str once you have gears and transcendence. Str helps out in early game but thats it.
Though I would agree str might be a little relevant in rank 10 ( for example if pure str has like 1k+ str) dex still shines by transcendence.
Time to do some saalus than theorycrafting then
