the 1st one is better for pvp, QS is has great pvp utility with pavise and caltrops, running shot can be good in pvp as well vs melee classes and other archers.
(unless its a cataphract ofc)
if i were you i’d ditch rogue and do QS 3 archer c2 scout musket c2, the reason for that is not only swift step crit attribute, but heavy shot is very useful in pvp against plate armors and PDs especially, the knockback is just really good imo, and i don’t think rogue brings anything good in particular to the table for pvp.
Now if i were you i’d pick cannoneer c2 instead of musket c2 for pvp, not only that cannon blast is aoe and has no aiming involved, siege burst can destroy magic circles, musket c2 seem to became a more of a single target burst/bossing class
both will probably be good in pvp, but cannon’s magic circle destruction is pretty good especially vs kinos with raise. Cannon blast can 1 shot archers easily with cloaking, and don’t forget that cannoneer has a 60% block penetration attribute, and cannon blast has armor break chance, which is why i believe cannon can be better at pvp.

but if you want to pve i’d pick neither builds.
It is a PvP build, but pve might me a deciding factor for me.
well cannoneer has better aoe than musketeer as well, and the 2nd build is worse for both pvp and pve
as i said i’d go QS 3 archer c2 scout cannoneer c2, great aoe and great pvp utility, destroying magic circles and 60% block penetration is great in pvp, and don’t forget bo aiming involved.
played both cannoneer and musketeer, its not like musketeer is bad at pvp, its just that everything that a musketeer can do cannoneer can do it easier.
I wouldn’t try to combine both pvp and pve in 1 build though, make a pvp build and then just make a pve build that can support the pvp build, since most pve builds, i treat pve builds as builds that will make silver and support your pvp main class.
The second build can use circling+multishot combo, isn’t that good for gvg and pve ?
no, takes a lot of position in gvg (i can literally just cannon blast and it will be better)
and in pve, i can just go an SR and have better aoe. or sapper.
Multi shot+circling is great, its just isn’t the ideal skill to use in pve and/or gvg (in gvg its bad really, you’ll get CC’d in a second)
literally just make an SR, great in both gvg and pve, whether its a QS SR or a ranger SR is your preference ( i prefer ranger SR) both are good for all purposes.
But anyway everything i said still apply.
The QS3 build will be better for both PVE and PVP, generally speaking. Not because of musketeer at all, but because of the sustained damage QS3 gives you.
Regarding the 2nd one: Ranger 1 is bleh, full draw 7 is instant for all practical purposes (edit: having full draw is great for musketeer and arguably mandatory), and falconer is better suited on a cannoneer imo.
Scout is certainly very important in PVP, but you don’t have to go scout at rank 4. If you definitely want scout/rogue, you could do archer 2/ranger 2 (slightly better for PVP) or stick with your first build.
You could also do a1r2 wugushi2 scout musketeer, which would keep some of the ranger utility, dramatically improve your PVE DPS (provided you’re the only wugu or communicate with other wugus beforehand), and still have the PVP utility/burst of scout/musketeer.
To what some others have said:
Cannoneer is far easier to play in PVP than musketeer, primarily due to the game’s netcode. This only effects snipe though. You should play what you think you would enjoy more.
