The vast majority of staffs I have come across that are decent can only be used by Wizard class. If in the final release, there will be more available for priests and clerics that would be awesome.
Staffs are for Wizards only.

Nope. I have found several staffs for clerics and priests as well, but not nearly as many.
Staffs as in “two-handed weapon” are restricted to mages only. what you found are probably rods that are one-handed and anyone can use them.
