Well, my friend and i solved the problem lodge stuck.
Is very simple and work very well for me.
you only need another pc with the game installed and log into the game .
Once you log in , go to the city and logout .
Now you can return to your PC and have fun!

É simples, basta logar sua steam em outra máquina e abrir o TOS nele, assim que logar, vá para a cidade e deslogue.
