QS C3 shines with equips (element property attacks/crit rate/p.atk/addtl property attaks like cafrisun and sacrament)
but on TBL all your equips will be default, your manamana will become a default pistol without element property attack, grand cross will be a default xbow without +2 qs skills, your cafrisun set will be a default set without addtl. property attack. so basically QS C3 will have lesser performance on TBL.
You cant enter battle league with just QS3… Wugu/Fletcher/Musk/Cannon all have heavy dmg skills in PvP and Scout/SR offer great mobility. If you have nothing in those ranks then yes, you just stop trying to pvp and build a Mage/Cleric for pvp.
Cafrisun gives the add. attack (and all other set effects). Every set bonus works on TBL.
Problem is, your add. attack will only do 9~14 damage since it is almost impossible to get other elemental damage sources.

the only thing that will prove useful when youre qs3 at tbl is not running shot, its scatter caltrops and stone shot, area denial and stun. you get damage from other circle
What heavy damage skills do fletcher have in pvp? Only broadhead. 
If broadhead lands and their is no pd around then dead in 10 secs. Divine machine arrow and large single target dmg and delay explosion aoe, this is a 1hko move sub 15k hp
common mistake for archers who did not take heavy shot. Lv5 + 100% attribute is godlike in TBL if you know how to use it
