Since you’re talking about balancing here regarding RO and TOS.
TOS has it worse than RO, even now.
In RO, specially pre juno phase which you said you were in, wizards were very weak. March in an army of 97 vit stun immune knights wearing marc and the wizards turn into a huge pile of joke without bragi’s poem to spam meteor storm, then proceed to annihilate the wizard camp. But yes, it was more of a pot war than anything, which again favors knights. It’s because people were still dumb back then and made pure agi builds so they get rekt by wizards. A several few patches and they adapted to to PVP builds which made it much more balanced.
Juno patch made counterparts of the previous classes which balanced the game. But Renewal is a mess, I don’t wanna talk about it.
TOS at release +rank8, I can’t even begin to explain, cleric and wizards faceroll everything, remember at the start of rank 8 patch? Only Clerics were able to solo clear the new main quest content without too much trouble. Some wizards also being safe with Sage Missile Hole.
There’s a whole lot of massive wreck in TOS you can’t deny (class balancing included) that took very long to fix, these are critical issues that needed to be resolved.
Lastly it’s already a big fact that something’s innately wrong with TOS when ragnarok private servers have more population than TOS official server.
There’s been a lot of suggestions to improve TOS that had been asked for since “Hue” days if you remember, yet they were applied too late when people already left.
I’m still here to see what this patch brings, or see if it’s another joke with effort.
Assassin is like a pre-nerf r8 class lol. The skills are good already but the attributes seem to add too much.
It seems to be fun and well designed though, I hope any underwhelming class eventually gets to this level of completion at least before the patch goes live.
It’s like a lot of the fun IMC sucked out of the other classes was gifted to the assassins.
And it’s spot on to say there are too many effects. For example annihilation gives pseudo invul with invisibility (during?) the damage application + wide AoE + double crit chance (on condition) + stealth and movespeed. There is also behead with bleed + %HP bleed + 3ple damage + silence.

Jokes aside, I can already hear the complaints of “too much stealth” from a scout-shinobi-assassin-rogue(burrow).

Shinobi bunshin no jutsu drains stamina again. Also only shinobi skills seem to work on clones.

Skills
Sprinkle Sands
Sprinkle sand in your enemy’s eyes, blinding them. This decreases their accuracy and evasion by 20% for 10 seconds. Has an attribute to significantly increase the AoE Attack Ratio of the skill. Cooldown time of 15 seconds.
Break Brick
Break bricks on enemies nearby. This has a 30% chance to stun enemies for 1 second. If used on an enemy from behind, the stun is guaranteed. Cooldown time of 20 seconds with 3 overheat.
Mangle
Swing your dagger and cut down enemies before you with 9 hits. Deals 50% increased damage on enemies with Stun, Blind, or Bleeding. Has an attribute to evade all attacks during use, and another to hit 2 more times. Has a cooldown of 15 seconds and 2 overheat.
Fire Blindly
Shoot down enemies with your gun that block your path forward. Shoots multiple times in a wide 180 degree spray. Has double the critical chance on enemies with Stun, Blind, or Bleeding. Has an attribute to evade all attacks during use, and another to increase the skill’s critical damage by 30%. Cooldown time of 30 seconds and 2 overheat.
Bully
Your fighting experience allows you to easily avoid enemy attacks. Increases your evasion by 10% per skill level, and upon evading attacks, increases your threat toward enemies. The attribute “Endless Harassment” causes the duration of the buff to extend every time you successfully evade. Buff lasts for 1 minute and has a 1 minute cooldown.
Aggress
Provoke enemies, causing them to consider you as a top priority threat. Has an attribute to increase movement speed of targets by 5 but also decrease their accuracy by 30%, and another to increase your movement speed by 30 for 3 seconds after use.
Rampage
I cannot bear the anger any longer. I will rampage and destroy my surroundings. I am so angry that I cannot see my surroundings and become immune to knockdown and knockback while using the skill. I will stomp my feet and jump up and down in anger, dealing multiple attacks. Deals 30% less damage but double the hits on enemies with Stun, Bleed, or Blind. Has an attribute to stun enemies with a 10% chance, and another to provide immunity to level 3 or lower debuffs during use. Cooldown time of 50 seconds.

No, Outlaw doesn’t require any reagents. Assassin has to buy the potions for Hasisas, but that’s it.

Wow, outlaw is the tank class in the scout tree. It’s an evasion tank. That’s probably not going to work nearly as well as swordsman tanks, but it’s still very interesting.
It’s going to work even better because evasion doesn’t damage your equipment like blocking/taking hits does.
A Swordsman/Cleric Tank without evasion can only tank for a very short amount of time until his armor will be broken <_<
imo bully should not count when attacked from behind. The buff is just too strong for the game <_<
dont think the extra aggro generation is for tanking
seems like a downside they put in since they overloaded the class with so much effects, makes it a little riskier to play than usual
Yeah but what about the way evasion gets a penalty with enemy density? The way tanking tends to work in this game is you draw as many enemies together as possible and then hold them in place while the aoes are laid down.
