Is the npc for the quest “Victims’ requests” at Carlyle’s Mausoleum missing? I can’t find it.
Looking how to trigger this atm. If you find it, please let me know

some NPCs are not yet implemented. and some quests too.
i’ve got 7/10 ripped paper so far.
Seems all the quest are HIDDEN and require triggers. But hunting for those triggers is being a pain so far. Yet, i believe they are all here.
I think these quests are available too. 
Think I saw something on ktos forum about it some time ago but lately again ip block. Someone with access should check out the TIP board on ktos for a guide on those quests (if it’s still available).
Tried searching for some squire Tax cut changes lul can’t find any. Is the tax on repair,weapon/armor maintenance still 50%?

As a note for these quests. Carlyle and Downtown ones seem to be fixed timers. Timers still unknown to us. Order of questing is of no importance, but you DO have to have the prerequisites which may be a repeatable, whole quest line from that map, etc.

Enchanter master at Saalus convent sells those powders. You get one of the papers if you have the Flower Branch hat on, while talking to accessory merch in orsha.

what is the purpose of all these new quest? to get another mystic cube that contains 2nd practonium?
