While steady aim has a 40% uptime (25s cd, 10s duration) it is definitely worth it.
Archer barely gets any buffs to improve damage, and getting the class at the earliest time is actually the best time to get it. Later Ranks have better classes for various purposes, but Rank 2 has ranger and QS with the latter only really shining at rank 3
Early on in the game, at leveling stages, it won’t improve your damage by much, but that is because it’s potential is shown at late game. Percentage based buffs scale better with bigger numbers which means it is more noticeable once you get stronger.
A 10% damage increase is something you probably won’t see in many classes for archer.
It’s just that getting R2/3 is not worth it
