A lot of people seem to shy away from it, but based on the description enemies hit by it become weaker to physical attacks. This duration scales with levels. On the other hand, the alternative dragon soar, only gets damage scaling with levels.
So my question is: Why not gae bulg?

Well obviously because the Gae Bolg in ToS lost its Heartseeker capabillities 
OT: For partyplay Gae Bolg should be pretty decent especially with the Bonus PATK and MATK attribute. While Soar has a CC and CC is always good, i geuss?
I like gae bolg for pve, it provides a nice % based bonus to damage. Those are always nice.
The increase isn’t very worth it for small party and solo play. For WoE and boss hunting might be decent though.
