This is defenitely a bug. Because, i deleted all my tos files/floders and redownload it for 2 times, and i still got the message. Before i know the guide to bypass the error message with exit message.
They do that to prevent cheat player to edit the files. But in the end, they have to edit the file to able to access to the game. And this bug have yet fixed, and even it’s not in the list of “known isses” that need to be fixed where there are hundreds of report.
For what i known, many player out there still don’t know how to get into the game.
And for me, it’s still annoying where everytime i login or switch character i need to do as fast as i can to press exit to bypass the message.
