I remember the first case of harassment by the same user and I apologize for the delay in handling the more recent cases. I understand this is quite a serious case.

For now, we applied a 7-day ban to the user in question and sent them a warning via GM message. I know this may not seem like much, considering how grave their actions are; but do let us know if you receive any other kind of harassment from this user and they will be permanently banned.
