Our only option is to block the person doing this, but it may become a problem if too much people do this.

Right click the text and block that character. You can also disable the top screen shout scroll by hitting Enter, selecting the Gear next to the :), and unchecking “Show top shout scroll”.
This of course does not stop the spammers, but admins logged in this morning at 8:00am EST and let it be known that they are dropping the hammer on these spammers. Didn’t see a single one for the rest of the day as we played.
Personally, I don’t see why you would ever need to post a message that long in-game, ever. Especially for the shout crawl, it needs to be cut in half at least. Also, if you’re hammering the send message button with 500+ characters of text 200 times a second, that’s a pretty big indicator that you are an A) Hole. and should get B) anned.
