I already bought the Founder’s Server : Exclusive Access 1 for my Orsha’s character and I want to buy one more for my Klaipeda’s character… How can I buy it?
Steam doesn’t give me the option… but if someone buy one for me and send it as a gift… Can I use it?
No, because it’s not just a matter of being able to buy it or not: DLC, like Steam games, can only be added to your account once.
They probably will not let you purchase additional TP until after the server has officially opened as well.

If I can recall, you can buy reset item from the TP npc.
i believe he meant reset stats potion. Not available yet
