Unable to start the game

Date and Time : 8/5/15 Bug Description : Once I click start to enter the game, I get a system error message reading "The program can't start because XINPUT1_3.dll is missing from your computer. Try reinstalling the program to fix this problem". The game then terminates. I've reinstalled the program twice, verified the integrity of the game cache twice, deleted the patch files, and attempted to boot the game through the command screen.
