How does passive attribute damage work?

Example:

Oblique Shot: Enhance
Increases the damage dealt on an enemy with [Oblique Shot] by 1% per attribute level.

Lvl 1 Oblique Shot does
Attack: 102 + (Weapon + STR)

If I have Oblique Shot Enhance @ 50% does that mean that it will now do
Attack: 151 + (Weapon + STR)

I belive that the final damage of the skill got the % bonus.

so a level 1 oblique shot that u do 1000 dmg will do 1500 with +50% atribute dmg, for ex.
