@boltonsquad tagging you here as you posted that first fletcher build, I’m sure you have good insight into this.
The one wirh Ranger C3 looks good. Just dont put points on time bomb and critical shot before you hit C3, so you can max bonce arrow and spiral arrow.
The funny part, until rank 5 a lot of builds that uses ranger c3 are the same, so take ur time until close to rank 5, dont worry that much with what way you will chooose now.

In my opinion Oblique Shot isn’t worth maxing, the one point at the start is good for early game but drops off late game, the only reason I’d go Archer>Archer>Archer is if I was maxing Swift Step.
But looking at the build it’s really the only solid AoE skill used, Barrage is only 5/5 and no Crossfire.
May come across a little biased as one of the builds is mine but Archer C3 is definitely viable I just wouldn’t go with that setup.

going R3 would save me from leveling to 40 yet a again 
I just wasn’t sure in how different the play styles would be between the builds. As well as damage and such.
