The only reason to roll Concentrate is Guardian.

I presume R9 will basically need a filler slot for Doppel. Barb C3 can probably fill that.

1 pain barrier level is 1 sec long, considering the current difficulty of achieving high flee%, pain barrier ensures that you will continue to do damage, assuming you remain alive for its duration. At the moment this buff ends it may be that you are thrown from side to side and have skills canceled.
That said I do not know what is better, for example sword3 that I will not get has an attribute of 5 sec duration (beyond the 5 possible extra levels), the attribute of extending the duration of debuffs in warcry is in barbarian C3. So maybe this single point of pain barrier makes no difference? Who knows.
