A lolicon is attracted to a specific highly artistic style of underage (female) character. That attraction is not necessarily sexual, but even if it were, that would not be equivalent to pedophilia because those characters are not and do not resemble real children, similarly to how cartoon animals don’t resemble real animals.
If you want to get really technical on the matter, “pedophilia” is a feeling and not an action and therefore there is nothing wrong with it. It carries a stigma because it is equated with an atrocious action (child abuse.) A lolicon merely follows or draws artwork, and saying that anyone who follows or draws lolita artwork is a child rapist is like saying that anyone who reads or writes murder mysteries is a murderer.
The righteous judge others by their actions, which they control - not by their feelings, which they don’t. An action is only wrong if its benefits are less than its plausibly foreseeable negative consequences.
