That’s definitely multi-boxing there. Seen that type of behavior in other MMOs.
Unless IMC has a clause in their Terms of Service about third party programs that allow the ability to use multiple accounts, it is legal. Usually frowned upon regardless the game.
That’s totally worth reporting.

what’s multiboxing? 
Its using one input method to control several computers/games at once, which can be accomplished either by hardware or software. Its not botting, as you usually have a human player, but its multiaccounting at the same time.
In this case, the player was completing quests for 4 chracters at once.
