Unsure if coincidence; i restarted computer, did something, forgot that i did somthing, watched som tv shows. Then i start playing & notice performance boost; i check task manager & see all 4 cores being used.
Then i remembered what i did; i have no idea whether my computer restart did this or if it really works.
On steam library, right click the game, properties, set launch options & put the following.
-DX11
press ok

will try this when I get home. I guess I was wrong about the game only running at DX9 ahahaha.
I can see the improvement, 45FPS at town

On my computer, the game use the quad core by default
