Its not really that much of a surprise. From the post:
“PRIZES INCLUDE:
500 TP + A Surprise Gift + In-Game Title (“The Gifted Artist”) + Your art as an in-game loading screen
(The surprise gift will be the next costume to appear in the Goddess’ Blessed Cube).”
It was the same for the Halloween fan art event. The winners got all the halloween costumes as a part of their prize.
Ppl who already won previous contest shouldn’t be allowed to participate again…
If people that has won previous contests cant join, then there would not be any high quality drawings that would be submitted. The fan art community for this game isent that big.

So, not everyone can have its chance to win. Only the good drawers can (and they’re almost the same) 
I would be more concerned if people were winning by popularity alone. Would be cool to have participation prizes and different categories, one for seasoned artists and one for beginners but I would still give better prizes to seasoned ones, it serves as an incentive to get better and practice more.
