Does Swordie Skill scale with STR, and question about STR and DEX

After I look at the in-game info about my skill description and the following link:

Unknown to a lot of people, a handful of skills scale with stat points, but it is unclear without looking directly at the skill formulae. I am wondering, does Swordie skill scale with STR/Physical Damage?

Another question I have is:
Is high STR build better for basic attack?
While high DEX build better for skill-attack?

almost non of the sword skills scale that is one of main problems that the class has in end game thanks to imc briliant design.
