Alright, so I was just wondering since Cloaking gives +move speed does this mean that you could use it to go faster?
…or does Cloaking decrease your move speed when you use it, and this is just a way to counteract that?

No penalty. Just increased movespeed depending on the level of the attribute.

Cool, so I will be able to use it as a movement skill then. ^.^
You can. I also consider it as one of the best skills in the game due to how convenient it is on alot of scenarios.
Like,
- going to places that has no nearby goddess to teleport to
- picking up quest items that spawns annoying monsters, the monster would attack somebody else since you’re invisible
- racing towards quest items against other players, they don’t even know you’re there although there are rare cases where they can see a silhouette of your character, they still can’t see your name though
- getting through an objective w/o worrying about the powerful mobs along the way
- spying
