I haven’t tested yet whether this issue exists across all genders/classes but my character is a male swordsman
It happens when I quickly press up and left arrow at the same time or down and right arrow at the same time. Sometimes I can do the glitch while character is facing southwest or northeast during bosses but I can’t seem to intentionally replicate those two.

An even funnier bug,
If you equip a shovel, then unequip your main weapon,
Your character ends up freezing in a T-Pose
From there, you can sit, and stand back up quickly and it should freeze your head in that position. 
I dont know if others can see it, but i think its funny.
I am still experiencing this same issue in the ICBT2. It happens with Keys or a controller, but not by mouse movement.
its a rather disturbing glitch to be honest i find it rather distracting as well. surely as said though it only seems to affect keyboard and gamepad input
I’ve been hoping to hear more about it. I’ve been wondering if it was just me for a long time, Also, It doesn’t happen if I am walking Up/Right or Down/Left. Just Up/Left and Down/Right. Is it like that for you?
