you should be able to do this without a vpn on windows. it’s been a while so i can’t remember how.

mhm, yes, you can set them up through the windows network. i did it a few years ago when i had slow internet, but you should be able to find guides online.

This policy was put into place to prevent people from getting around region locks and IP bans. Typically bots, gold sellers, and farmers use VPNs for this purpose. Banning the use of VPNs saves IMC a lot of trouble in the long run, and I can understand how this may be inconvenient for some users, but this policy prevents a lot more harm than it causes.
It is your ISP that is holding you back currently; so, the best option at this time would be to find a different one.
It is possible through vpn change your identification and your country of origin. Steam and the ToS have different prices by region. There are other uses that i won’t explain for vpn and not all are harmless.
The comparison with GPU was the stupidest thing I read today, and today I woke up early and read a lot of stupid things.
from what i’ve read without going into details, ip ban is sort of a tedious and counter-productive task to do. knowing IMC, i dont think they can do IP bans with all the bots running around.
i have really no choice here as all isps available in my country would just have the same performance. also, isn’t the physical location of the server itself the main limiting factor for latency? though some have claimed to be living near the server’s location or at least the same country and still have high ping.
well, i try. 
I suppose it depends on the game. If we’re talking about Korean-restricted MMORPGs, they tend to require KSSNs quite often and so they wouldn’t need to worry about VPNs as much.
However, I can confirm that Blizzard, Nexon, NCSoft, Aeria Games, and several other large MMORPG companies do not tolerate VPNs.
I can only think of one game that allows VPNs at the moment, and that would be CCP Games (Eve Online).

If an ISP has a very weak infrastructure, your packets would be required to jump through many times more nodes on their way to the server, and then there is also the issue of how congestion-proof an ISP’s routes are. Congestion on the way to the server, the amount of nodes, and the type of cabling ran to your destination, are the main variables involved. Your packets will only move as fast as the weakest link on an ISP’s infrastructure.
It doesn’t matter where in the world the servers are, it matters how many jumps you have to make, and the amount of congestion you encounter, on the way there.
Whether they do IP bans or not, I’m unsure of, but it is one of the reasons that bots, sellers, and farmers use VPNs in MMORPGs.
